The Republic is a shambles and although Shakor is a vicious tyrant he is also an incompetent fool who is dependent upon his Jovian masters for guidance
My personal view is that it's just a matter of time until the Republic falls apart in spectacular fashion, and when that happens the rest of the cluster (including many Minmatars) will be begging the Empire to step in and restore law and order.
Patience is all that is needed.

Here's the thing, it's not true for every nation. Only yours. While it's true that the Minmatar government has exhibited a little of the Amarrian-style sociopathy, the problem is primarily found in the government, not endemic to the very culture like in the Empire.
I must have imagined the cheering crowds when the self-styled Elders launched their unprovoked attacks on other people then.
And the same goes for those Minmatar lynch mobs that murder followers of a different creed to their own.

I could have just as well pointed to what happens to Minmatar in every settlement of the Republic simply because they have the wrong tattoo.

I would join their side. The Jovians gave up on the Empires after Vak Atioth. They would much rather let us destroy each other than risk their own nation trying to help us.
Just because the Jovians are no longer openly moving their fleets around, it doesn't automatically follow that they have no desire to interfere.
You should perhaps ask yourself about the nature of Shakor's connection to them.
